I'm attempting to set things up so that my office person can initiate a call to my driver's phone number.

My admin account seems to be able to do this inherently, but I've enabled ALL the permissions for my office person's account and they aren't able to see or use any other worker's numbers in IO Phone.

I've confirmed that on my own worker account (not the account owner admin) I'm also unable to use other worker's numbers.

Is the setting to be able to do this not in the Worker Permissions?

This setting is for users who do not have our workers module. With workers module you would setup a profile in the Settings-->Workers and then assign permissions.

To add them to the phone schedule you would either need to add them to an existing schedule or create a new ring schedule. You can have multiple people on one schedule by creating a group and then setting it on the schedule.

Got it. I do have the worker's module so I understand now.

However, I'm not trying to add them to a phone schedule, I'm trying to make it so that Worker 1 can initiate a call to Worker 2's phone to contact Customer A. This is possible when I am logged in with the account admin, but not on any other worker (even if they have all the worker permissions enabled). Is that setting somewhere else?

Note: I do read in the help text for Worker Permissions that "Marking them a manager will give them additional privileges inside the workers site." I'm not sure how to 'mark them a manager', or if that would allow them the phone number access I'm looking for.
