"don't send to filter" results in sending to MORE customers?

I have a filter set up that finds customers with a certain tag, and I'm looking to use that tag to send emails to (or not to) that group.
I have ~1500 customers total, and unfiltered newsletters go out to ~1,300 of them.
The filter has 68 customers with my certain tag.
When I restrict the newsletter to NOT SEND to the filter, I would expect ~1,232 emails, but it says 2,591? That's more than I even have in my total customer list.
Are some people getting multiple emails? Will it send correctly, even though the number is off?

Yeah the filter number calculations aren't always correct (usually way off) But newsletters will only go out once per email address so you are good
