What is the source for weather/wind alerts, and is it possible to customize the default message?

I love this feature, however I have two questions:

1. What is the source that triggers the warnings? weather.com, the Windy App? Is it based on the event location? It would be nice to monitor on my own alongside IO.

2. I know you can adjust the thresholds per float, but can we edit the auto message that goes out? In the alerts center there's no content to edit, just settings. There's nothing about that in this article. It's a little ominous (I understand it's meant to be) - Id like to customize the email to be more friendly vs. ominous. Is that possible?
