Excluding a certain rental item from Damage Waiver

I would like to exclude water barrels and concrete blocks from the damage waiver charge. Is this possible to create an exclusion?
We also have an accessory to our tables and chairs: "set-up and arrangement" I can't charge the customer damage waiver on something that isn't a product, how do I get around this?

Yes, you can set up a filter to filter items out that you don't want these fees to apply to ...BUT you have to have the fee set up the new way:
