Toll Free IO Phone cost

Does having a toll free number through IO phone cost extra?
when will a toll-free number get additional charges? (from a payphone? burner phone? etc)
There aren't local numbers available in my area.
Google voice doesn't have local numbers in my area to get/ then port out.
Considering getting a cheap phone with a local number then porting it out.
Any other considerations?

This is a pretty common scenario as our number selection by default isn't all that large due to how we are setup with our carrier.
I can purchase and port in a number of your choice and bill you for the exact cost that we incur.
Would you mind providing stipulations that I can look for? We can either check out a toll free number or if you can give me an area code, or city/zip code listing I would be more than happy to show you some options!
