Is there a way to enable "ok to text" on all customers? Looking through our customer database, it seems like everyone by default is unsubscribed.

No, this is something each individual customer has to give permission for

We've been using the original quote request form that IO set up for us years ago and that field isn't presented to the customer (it didn't exist when the page was built) so all customers in the database are disabled by default.

There isn't a way to enable all past profiles after we add the field on our new quote request page?

Wouldn't that make the texting feature useless in this case?

Ok, so it sounds like we'll only be able to auto-text those who opt-in to texts. Manual texts still work for those who haven't though?

Yes, I believe it will work similar to the email unsubscribe/subscribe. Can send manually but not newsletters/automated if unsubscribed
