Can I include the "this call may be monitored or recorded" in my OGM instead of first thing?

We are being told by longstanding customers that they aren't leaving voicemails or navigating through the phone tree because the VERY FIST THING they hear is "This call may be monitored or recorded..." and they think it's a spam or hacked account. I know we have to notify, but can it be included as part of my naturally recorded outgoing / welcome message instead of the weird new voice from beyond?
