For a staffed item like the Rock Wall, can a customer un-select the staff requirement?

The required staff amount is added based off of what is set in your inventory settings under the description, general preferences under staff, as well as the delivery method settings.
If you would like the rock wall to be a staff only option, you can restrict it from your other delivery methods under Settings-->Delivery Methods and in the restrictions of each of those delivery methods. Please take a look at this article for more information on setting up staff costs per item.
