Merchant Service - IO Hosted outside of the USA

We are looking to work with a Merchant vendor (VN Services) for credit card payment and they are indicating that the website (IP) is hosted by a data center outside of the USA and they are not able to provide services.
So does IO support other CC Payment vendor?
