Is there a way to prevent a blacklisted customer from filling out future quotes?

About every 2-3 month I have a fake customer who goes by Joe S that fills out quotes for addresses that don't exist, and everytime they come in I merge their past quote forms with the new ones.
Is there a way to full prevent this name and email address combination from filling out quotes? I have blacklisted them countless times, but the email address and phone numbers are always phony.
