Is there a way for a worker to request time off without being assigned to a shift so we don't use him/her on the schedule.

Workers can only request off once they are scheduled for a shift. But you can make a fake lead and put any requests off in advance there as shifts for that person. When scheduling it will show as a shift conflict.
