What is this message trying to warn me about?

When I'm editing an email in the Email Center, I see this message:
- Note: Reduce means you'll only send to customers matching the filter. Exclude will not send to anyone in the filter.
It sounds like it's trying to warn me about a mistake I might make when applying a filter to the email. I don't understand what it's talking about, though—I don't see "reduce" or "exclude" anywhere relevant—so now I'm concerned that I won't be able to avoid the mistake.
Can you please elaborate on what this message is trying to tell me?
On the right just use Send to or Don't send to in the drop-down. We rename the text and forgot to update the Note.

It's for how you want to apply the filter. If you choose exclude when adding a filter then it will send to everyone except the ppl in the filter. If you choose reduce then it only sends to ppl in that filter.
