taxable delivery methods

I'm trying to set things up so fully staffed and volunteer discount delivery types are not charged tax but pick up and drop off are taxed. I see the setting in the delivery options but it doesn't seem to be working.

The delivery method 'taxable' settings is only used if taxcloud is turned off. When taxcloud is on the taxable delivery fee depends on the state. We also made this change recently that will affect taxcloud:
