Tax Rate changes to match total

Lead # 1181841 has both taxed and non-taxed items. When I add the non-taxed items the tax rate % changes, but it delivers the correct tax rate total. Example, the taxable items total $363 with a tax of $33.40 (9.2%) A good start! Adding $400 non-tax services brings the total to $763 with the same tax amount - good still. However, the tax rate changes to 4.377%. It is creating a new tax rate to get that result. [763 x 4.377%=33.40]. So, the result is the same, but my reports now show that tax rate associated with a city it should not and I don't know what other problems that will create. I tried to overwrite the rate and no go.

This is how the system operates when using taxcloud with both taxed and non-taxed items. It will show an aggregated tax rate in IO. In taxcloud you'll be able to see the breakdown of the correct tax rate and which items are taxed and non-taxed.
