Still having issues with conflicts that are not conflicts

I have setup our akron mvgt to a 15 minute setup time to avoid all these issues, but still it is calculating a 30 minute setup time. I think this is the reason this shows a hard conflict. Perhaps not. Can you look into this? I understand the quirky nature of the system, but it's tough to explain to our new help.
I thought changing the setup time for this item to 15 minutes would actually do it...but it still defaults to 30 minutes regardless.....

The minimum setup was 30 mins. I changed it to 15 for the future. Hopefully that helps.
