It's because you have taxcloud on under Payment Options, but then also have override taxcloud on (under distance charges->state tab). I've fixed it to allow this scenario to assume everyhting is taxed, but it's probably not how you want to do things. If you are wanting to use taxcloud to handle exemption certificates then remove the 'override taxcloud' flag, but if you aren't using taxcloud then turn it off.
