Require Delivery on certain Items

Is it possible to require a delivery on certain items. We recently switched over to charging a delivery fee to everyone unless they are picking it up. If they choose the pickup option we have it set to not charge delivery. There are items that we are required to setup, so I don't want them to even have the option to get a quote on those items with out us delivering. Many people are saying that they don't want to pay a delivery fee :(

I like this idea to.. In our state we have to deliver and set up, customers are not allowed to pick up inflatables.
I have noticed several of our quotes come in set at pick up and we have to change it, them the customer complains the quote went up based on the delivery option.
