I have added a new promotion to start today and end February 28th. I went to fill out a example quote. Nothing comes up on the quote to the customer that tells them about the new Special....Is there anyway to let them know that when someone new toys to book something? something to entice them a little more to book now???

You can put any html on your pages that you want. There is nothing that's done automatically though. If you make your promotion a Package, and you are using the new quote pages, it will have a category called packages at the top of the list that shows them all.
