Promotional Offers/Upsell on Quote Page Question

Hi,
I have a promotion that the customer can get $10 off of a concession machine if they order a bouncy castle. To generate upsells.
However on the customer quote page under promotional offers it shows the concession machines and the "add for only" button shows the regular price. Why doesn't this button show the promotional offer price since it's under promotional offer section. See attachec

This may have been a poor choice in wording for us to use in 2 different places when they don't effect each other. The "promotional offers" area on the quote page only upsells other inventory at the moment. It doesn't calculate any "Specials" from the area in Settings that is also named "Promotions and Fees."
