Paypal deposit problem

Is anyone else getting complains from customers that Paypal is not allowing them to leave a depoist?
This would be the 4th this week. yet others are leaveing payments with paypal with not problems.
I'm not sure if this is an IO issue or a Paypal issue.

I think paypal may have had some issues last week. When they click Pay with Paypal and get the paypal website, then there is nothing on our end that would prevent a payment from going through.
