The main reasoning behind this feature is to allow you to send contract to people without payment tools on the page (eg: vendors).
First thing you'll need to do is go to Settings->Pages/Templates and create a second "Contract Page" template. This one should have the payment tool removed.
Then you can set your vendor contract templates to use the new interface page and override the other contract page that the customer would be seeing.
