new location not showing in list

In addition, it looks like when I'm logged in with my worker account, it no longer shows our new location as an option. I'm sure they'll be more issues, I know it gets complicated adding a whole new territory.

You need to grant permission to other worker accounts for this location. Login with your primary account, then go to workers and edit each one to give them access to that new location.
