Edited lead duplicates

When someone edits a lead (from customer end), is it supposed to create a new lead number and duplicate it?
Eg. 3235279 completed a quote, then changed the times and went to booking. It created 3235281 after the time change.
Issue is that now there is a lead, still in quote status as well as the second one in contract status. If we do something like set an automated follow up email to the quote, they'll be wondering why they got it as they already booked?
Did we break something or missing some code in the quote page?
This is normal behavior. We take duplicate leads into account for automated processes like emails and check to see if there's a lead in a higher status around the same time frame.
