I would like to give my customers to add an additional bouncy to there rental for a discounted price. I was thinking about trying to use the child items to do this but I would like the child item to come out of existing inventory. Is there a way to do this? If not what would be the best way to do this?

I don't think adding this as a child item would be the way to go. It's not what the feature was designed for. I would recommend just setting up a Special in Settings->Promotions & Fees.
