Does the earliest available and latest available time block the delivery time frame?... Meaning that deliveries can only occur between those time
Also could please explain me how does the default event end time works. Meaning if customer would have the capability to set a start and end time from quote pages.

Yes, The Earliest/Lasted Available time means they won't be able to put in a start/end time before/after those times. This is for the event times. You can schedule delivery times whenever you'd like.
Default start or Default end times would set the event Start/End time to that automatically. Unless you check the box to "Prevent customer from overriding Default Start/End Time," the customer could still change the times.
