Default Event Time

How can I get my default event time on my quote page to always say:
Begin: 12:00 PM
End : 8:00 PM
I have it set for 8 hours under general settings...but the default time in the quote page changes depending on what time it is now. For instance it is 8:23 pm now, and my begin event time is 8:45 pm. 15 minutes ago it said 8:30 pm.
Also, I don't want the date to run past midnight. I want the begin date to look like 01/28/2020 and the end date to look like 01/28/2020. I do not want the end date to look like 01/29/2020. If this makes any sense.

I have set your account to not do multi-day quoting, and I've set the time to always been 12-8 by default for the customer quote page.
