We don't have a way to charge a fee based on their payment method...it's actually against the terms of service of the credit card companies to charge a fee for taking a card and they can close your merchant account over it. The correct way to do it is to give a discount if they pay with check/cash.
You can however add a fee to every lead that can be removed manually (if needed).
You can do this by adding a new Fee under Settings->Promotion/Fees. Create a new one with type of fee, set the following:
Rent: Set it to 100000 dollars if you want it to apply to every event.
Get: Set the Fee %
Any new lead or quote will now have it, or any existing ones can be re-calculated for it to add the fee. If you put Credit Fee in as the name, it will replace the word Fee on the contract and quote pages.

This used to be true, but now both MC and VISA allow additional charges to customers' cards for using cards as long as you follow their protocol. I didn't believe it either until I looked it up on MC and VISA websites. Just an fyi
