Creating variations to an inventory item

I am looking to create colour variations to an inventory item. Here is my example:

I have 2 bases for sky dancers and 2 different coloured skins for them with 2 quantities for each.

Currently by making the colours an accessory with quantity 2 for each allows the customer to choose 2 red and 2 yellow with the two bases. That is not the solution that I want. It needs to restrict the options to choosing 1 of each colour or both of one colour and link that to the number of bases.

It seems like the "link quantity" check box in the accessory options for the main item should take care of this, but it doesn't seem to be working. Is there something I'm missing?

Thank you.

You don't want to link their quantity. We don't have a particular solution for this, but we've never experienced it as a practical problem. Meaning it's a rare occasion that a customer might incorrectly fill out the form to select more than they should, and if did, it's something easy to clarify.

The other situation we've had this come up with the most is when a customer has a "Modular Themed Bouncer" that take themed velcro art panels. Obviously, you could only put one themed panel on at a time. We've had our clients ask before "couldn't they select more than one theme?" while they set up their account, but to my knowledge it's never actually happened before.
