Automatic Emails for contracts

We have several contracts that have been sent out to our clients but have not been signed yet.
Is there a way to set up a reminder email for those similar to those on quotes that go out when a customer has gotten a quote but has not yet confirmed it.
There has to be some formula used to determine what orders are quotes to get that auto quote reminder to proceed with the automatic send, and that is what I am looking for now to make work on our grouping called PHONE HOLD.
Our Phone Hold group is for clients that called in and didn't ask for a quote but to book the event. Since this is not a quote it will not auto send, and currently we have to wait a few days and go back and send them manually.
This email is active and should be going out to customers who are in the "phone hold" status:
Title:Customer - Send Contract Reminder (after contract sent) Send:7 Days after 1st contract sent
Do you have an example of it not going out automatically? We could use it to run some bug tests.
