Any way to display more text on a mouse over

In the description area it only allows about 50 characters. However it doesn't indicate there may be more text below. Is there a way to do READ MORE or allow a mouse over?

If you are talking about rentals on the quote page, you can click the text and it will expand. This is shown by the hand mouse cursor when hovering over it.

Right this is correct but for people on the phone and etc might not see this and If I didn't know to click you would not see it to click. So is there a way to show or display there is more text.
