They can as long as they have a log in/password for IO

Ok, i think my question was not really comprehensible in english :)
Some of my employees do not have mobile phone (data) plan. They only use wifi.
If there is no wifi, will they still be able to clock in/out ? and see contract information ? In the worker site ?

No they won't. However, they could see the delivery info and download the pdf file.

Workers site is 1000x better currently. But I think they'll need data to clock in there too.
