Is there a way to create a coupon code that is valid for one time use for new customers?

Technically no. BUT this is a very common coupon type that, for some reason, IO has not created.
The work around would be for you to mark every completed lead as a repeat customer (best to use an optional field bc the automation doesn't seem to work 100% of the time with the built in field) then create a filter that allows the coupon to be applied to leads who DO NOT have that field marked accordingly.
