Delivery Fees that don't make sense

When I am inputting customers from my old software into IO so they can be accounted for it is randomly giving some customers a "delivery fee" I have checked that they are within ** miles, the zip code is not blocked, and that they have reached a minimum order. I try to toggle it off and sometimes it will let me, other times it will not. I'm stumped on what is happening

It looks like there is a delivery fee that was created in Settings-->Promotions and Fees that is adding a $50 fee if the lead distance is greater than 10 miles.

This seems to be conflicting with your distance charges settings that apply the $50 fee if the lead distance is between 21-25 miles.

Would you like this deliver fee in promotions and fees removed?

Yes please, that must have been in there from onboarding training.
