Yes at Settings-->Online Quoting you will go to Event Availability and set the times that you would like for your customers to be able to book events/get quotes.

I did see this but with the sunset time constantly changing throughout the year is there no way to have the quoting set with sunset? Is setting hard times the only way to accomplish the event availability?

You would have to manually adjust the times in Online Quoting with the sunset time changes.
