Change Sequence of TIP Amounts on Quote Form

We recently changed the Optional Fields for the TIP amounts. How do we make sure that the new percentages correlate to the correct check box on the quote form?
BUG: When you check the 20% TIP on the quote form the system calculates 15% TIP. The formal quote to Customer shows 15% even though you checked the 20% TIP box. Same is true when you check the 15% TIP the system calculates a 20% TIP and this is what is sent to the customer on their formal rental quote.
How do we swap these two lines of coding because keep the TIP ORDER 10% 15% 20% Lastly $30 on the QUOTE Form
