How is this feature supposed to work? This feature was announced 2 years ago, but it has never worked for me.

Paraphrasing from our developers: the release announcement cited incorrectly described the functionality of that feature, and it actually had nothing to do with rental prices. This announcement description will be updated.

That task was specific to Fee prices changing from $X.XX → $0.00, and involved the user updating their General Preferences → Staff → Staffing Hourly Rate (user_staffcharge) value to 0. When this is done, Fee price changes to $0.00 are ignored.
