delivery zip code restricting not working

Hey I went into distance charges, clicked the restrict by zip code. Added the zip codes that I DO deliver to and did not check exclude on any of them, but people are still able to auto book from other zip codes that I have not listed. I have turned off auto booking for now until I can get this resolved
