I made an adjustment to your filter to Lead Create Date rather than Lead Create Date/Time. This should allow the automation to work more accurately.

Forgive me for interjecting. Do you really want to send the guidelines just because they submit a quote? Wouldn't you rather wait till it's contracted? Maybe even add them to the contract details?
