No Contract to Display?

I am still having issues with the contracts not displaying after I make a change to an order. I am hitting the "Change" button when prompted and generating a new contract, sometimes it works sometimes it doesn't. I click view before sending and it looks normal and then after I send it the customer says they can't see the contract. Please see lead. I have to generate the contract multiple times and sometimes even cancel the lead and then revert it back to a contracted lead for it to work.
I just sent this contract to myself and it opened right up. Was the customer ever able to see it? On the log it says he didn't even open the email?

Yea the most recent contract is displaying, the 3 previous contracts were not.
