Hidden Category but shown in invoice

I would like our hidden category items to be hidden from the website, but show on an invoice if added by our office. Is this possible?

EDIT - Is there a way to have items not show up on the website, but still able to be added to an invoice and show up to the client?

No sorry it's not if it's hidden it will not be shown anywhere.

Is there a way to create a category that is not labeled "hidden" but it is not shown on the website?

Not a category, but each item you don't want on the site go to the advance tab of it's settings and deselect the checkbox for show on quote form. That will take it off the site but still selectable in the lead page on the admin side.
