Automation not catching a lead

Lead #25364417 was set to contract sent and the automation was supposed to run after 24 hours and downgrade. Manually checking, it seems it hits all the filter options but it's not showing in the filter and the automation didn't run.

I created a copy of that filter and modified it a bit. It looks like it's picking that lead up go ahead and check out this filter.
