I've went in and made my online quoting 12-1145 but its still only showing available times from 8am-9pm i need to be able to book 24/7 start end times

First, when you say checkout, do you mean the pop out cart or the ip_quoteform page?.
If it's the pop out, you fix that in the WordPress plug in>cart settings.
If it's the actual quote form, you may check you online quoting settings

In your Admin login for your WP settings in your Inflatable Office plugin you have time pickers set to 8am to 9pm so that's all it's allowing the customers to book for.
