Why did IO move this lead to complete?

Hi IO team,
Lead 18641947 was in Contract Viewed status but no payment was made and no contract was signed. Then, shortly after then rental end date/time, user InflatableOffice moved the contract to Complete status (log screenshot below). Why did this happen? It's my understanding that IO only moves leads to Complete if they were confirmed and serviced.
