Item not showing on cart at checkout

When customer select item it shows but when they are ready to check out for quote it’s not showing, could it be that it’s not a billable item? How can I see what items are billable?

I am not sure what you mean. I am looking at lead # 18004993 and this item is showing on the quote and the contract page?
