Packing List Items for Entire Lead

Is there a way to add an item to the vehicle packing list that will show up on a "one per lead" basis?
Example:
We send a bin full of cleaning supplies with every event that stays with the event. The bin is stocked enough to cover several units. Therefore, we need to ensure there is ONE at each lead, no matter which inflatables are on the lead. I played around with adding a decimal amount to the packing list of each inventory item, but it didn't quite work. Any suggestions?
