SMS Automation Not Reliably Working

The below screenshots outline an Automation that I assembled for IO Phone to text a reminder 24 in advance. I've had several (not all) customers that have not received the text messages, and I have no record of those messages in the logs in their respective leads, nor the automations as a whole. (One example: Lead #16791057)
One additional note: The lead listed was entered several weeks ago, but the automation was put into place last week... could this be the reason?

This is because the event doesn't start until 4 tomorrow and its not within the 24 hr window on the filter yet. When I checked the log on the automation I see 2 went out today and it was within 15-30 minutes of when they entered the 24hr window, also when you run the filter in the leads/events the 2 leads that are pulled are the ones that sent. So this should go out between 4-4:30.
