Issue with a Special

We haven't had this problem before so I wanted to see if a setting changed. We have a Queen's package special on lead #18137663. The special used to give $334.20 off the total making the package $850. However, now it's like the special is trying to take the $334.20 off for each item in the package wanting to discount it down by over $1000.
Does "$ off select rentals" mean each rental since the word total isn't on it? If so, can we add a line to do a $ off total? I don't want to do the percent because if they order the queens package that's say 25% off and add on 2 other items (common) then it will take off 25% of the whole order and not just the package.

Yes, because you have more than one "select rentals" so it's trying to give you $334.20 off twice
