quoted time issue

I am having issues with my online quoted times. The event time and date is set from "x"-"y" via the customer and also tested by myself, but the information that is sent to me is a different time they they selected. I tested it and chose from 12-4p. The quote came to me on the back end as 9a-5p. My default event time is 12-4 and 4hour lengths. Secondly, I tried going in on the quote page and manually changing the event time and date as if I were a customer just wanting to make a revision to my event. When you select the boxes for the date and the time, it allows you to see a date and a time, however it does not allow you to select anything and then then fields are blank on the quote. Can someone help me with this?

Go to Settings-->Delivery Methods-->Drop Off click the button to show restrictions, you have default start time set to 9AM and default end as 5PM. So when this delivery is chosen that's why it's auto filling those times.
