july 4th holiday fee not calculating

Can someone help us figure out why our holiday fee for july 4th week is not working? it worked the last few years and we just changed the dates and realized it was not working. we have made a few more tweaks to it but cannot get it to work. thanks

We had to create the promotion with filters rather than using legacy promotion. We have tested a couple leads and the fee is working now. Please take a look.
