Additional Notes in Lead expanded always

Can we keep the additional notes expanded at all times instead of having to click the tab to expand them?

Old io expanded them automatically if there was something in there. I liked that. I've requested they bring it back new io. I still like this idea.

For some reason I thought they used to stay expanded.
